Transportation Commission approves members for new advisory committee

SALEM – The Oregon Transportation Commission has approved the initial membership and charter of the new Continuous Improvement Advisory Committee, or CIAC, established by HB 2017, the transportation funding package from the 2017 legislative session. The CIAC is charged with advising commissioners on how to improve ODOT’s efficiency and measure the agency’s performance.

“I am excited to launch this committee. We have put together a great group of people with a mix of skills and backgrounds that will help the commission make ODOT a better agency,” said Oregon Transportation Commission Chair Tammy Baney. “We have significant opportunities to use this team to help us drive improvements.”

“I embrace the opportunity this committee provides to make ODOT a more efficient and effective organization,” said ODOT Director Matt Garrett. “This group will help us figure out where we can advance best practices across the agency through innovation and a continuous improvement ethic.”

HB 2017 charges the commission with appointing CIAC membership to include current commission members, external stakeholders and ODOT employees. The commission approved the following individuals to serve:

  • OTC Chair Tammy Baney, who also serves as a member of the Deschutes County Commission. Baney will serve as CIAC chair.
  • OTC Commissioner Bob Van Brocklin, a partner and former CEO of law firm Stoel Rives LLP. Van Brocklin will serve as CIAC vice-chair.
  • Paula Hammond, a native of Klamath Falls and an Oregon State University alum who served as secretary of the Washington State Department of Transportation and works for engineering firm WSP.
  • Ted Aadland, who has forty years of experience in the construction sector, including serving as president of the Associated General Contractors of America and president and CEO of Aadland Evans Constructors Inc.
  • Anthony Hyde, former member and chair of the Columbia County Commission, mayor of Vernonia, past president of the Association of Oregon Counties, and member of the Board of Directors of the National Association of Counties.
  • Andrew Kach, an assistant professor of Operations and Supply Chain Management at Willamette University’s Atkinson Graduate School of Management who has a Ph.D. in Business Administration.
  • Matt Garrett, who has served as ODOT’s director for 12 years.
  • Bob Gebhardt, ODOT’s chief administrative officer, who oversees functions such as procurement, information technology, and human resources.
  • Paul Mather, ODOT’s Highway Division administrator, who oversees nearly 2,500 employees responsible for designing and managing construction projects and performing the day-to-day maintenance of state highways.
  • Linda Beuckens, the ODOT Driver and Motor Vehicle Services Division Program Services Group manager, who recently joined ODOT after a career in the military that included service with NATO.

The four external members were selected out of nearly 30 people who applied to serve on the group. The committee is structured to meet the needs of the commission, so membership will change as the commission assigns work to the group and needs to bring in experts to address emerging issues. The commission will evaluate the CIAC and its membership in a year, identify any membership gaps given the work before the committee, and identify new or additional members who may help the committee achieve its goals.
