Modoc National Forest welcomes two new District Rangers

ALTURAS, Calif. - The Modoc National Forest welcomes two new rangers; East Zone District Ranger Heidi Lowery and West Zone District Ranger Milton Stubbs.

Heidi Lowery

Lowery has a BS in Animal Science and a BS is Rangeland Management, both from Oregon State University. She has worked in various Timber and Range positions since 1993 with the BLM and Forest Service. Her first permanent position as a Rangeland Specialist was with the Vale District BLM in Vale, OR.

A few years spent away from federal government were occupied with staying at home raising her girls and working for the school district in Lakeview as a Special Needs/Special Ed Assistant. Lowery grew up in Yreka, CA and Lakeview, OR as a ranch kid, always raising 4H animals and playing sports. She has been a volleyball and swim coach, dance instructor and considered herself the ultimate sports mom to her three grown children.

Ranger Lowery comes to the Modoc from the Fremont-Winema National Forest, Paisley and Silver Lake ranger districts where she was a Supervisory Range Management Specialist for the last four years. Prior to that, she spent two years working in Alturas for the BLM, also as a Range Specialist. Lowery is excited about this appointment as the District Ranger on the Modoc’s Devil’s Garden and Warner Mountain ranger districts and will begin this week.

Milton Stubbs

Stubbs has a Bachelor of Science in Geology and Master of Science in Management. He transitioned from active Naval service in 2012, where he worked operationally as a Logistics, MedEvac and Search and Rescue Helicopter Pilot assigned to squadrons and air wings on both coasts and overseas.

While on active duty, he also held jobs as Assistant Program Manager for Navy’s Compensation Policy Branch in Washington, DC, Executive Officer of Naval Air Station, Corpus Christi, TX and Program Manager for Navy’s Joint Officer Community in Millington, TN. His first job as a Federal Civilian employee was also in Millington, TN, assigned to Navy Personnel Command Headquarters as a Manpower Analyst. In 2014, Stubbs transitioned to the Department of Health and Human Services, where he served as the Region 10 Executive Officer in the Administration for Children and Families, located in Seattle, WA. 

In October 2016, Stubbs’ lifelong dream of working for the Forest Service came true when he started work as the Klamath National Forest’s Administrative Officer in Yreka, CA. In September 2019, Milton transitioned to a Line Officer as the Deputy District Ranger on Klamath’s Happy Camp-Oak Knoll Ranger District. Stubbs is extremely excited about his appointment as the District Ranger on the Modoc’s Doublehead and Big Valley ranger districts and he cannot wait to start work.
