UPDTE: Callahan's Lodge / I-5 Incident

ASHLAND – Investigators have identified the suspect in Saturday’s homicide at Callahan’s Lodge as Neal Brian Norman, 50, of Pacific Grove, Calif. Norman had no prior contacts with law enforcement in Jackson County. Detectives believe Norman was driving his white 1999 Honda Accord with California license plates to Oregon to visit a relative, but he ran out of gas near Callahan’s Lodge.

Investigators learned that Norman initially went into the lobby to use the phone, and then returned to his vehicle. He came back into the lodge with a rifle and went into the kitchen, where he shot and killed the cook, Ryan Paul Bagley, 40, of Ashland. Norman left the lodge parking lot in Bagley’s vehicle, a maroon 1993 Subaru Legacy wagon.

By the time another employee found Bagley on the floor in the kitchen and called 911, deputies and Oregon State Police troopers were already responding to an incident on Interstate 5. Detectives say Norman had driven Bagley’s car south on Interstate 5 and stopped north of the 1-mile marker. He positioned the car in the middle of the roadway, turning to face oncoming (southbound) traffic. He got out of the car, armed with a rifle, and apparently waited for traffic to approach.

The first vehicle known to encounter Norman was a gray 2015 Ram Crew Cab pickup driven by Thomas Bradley Moxon, 49, of Eagle Point. Moxon initially stopped when he encountered the Subaru parked in the roadway. Norman then appeared and shot at Moxon’s vehicle, hitting it at least three times. Moxon drove forward and struck Norman with his vehicle, causing fatal injuries. A juvenile was also present in the pickup and witnessed the incident. Moxon drove a short distance to safe location, and then called 911 to report that he had struck a man with a gun on the roadway. Dispatch also received calls from other motorists reporting the incident.

Detectives spoke with Norman’s family members. They were surprised by the incident, but stated that he had undiagnosed mental health issues. Detectives would like to hear from anyone who may have had contact with Norman in the hours leading up to the shooting.

The Major Assault and Death Investigation Unit (MADIU) continues to gather evidence. The Jackson County District Attorney’s Office will review all evidence at the completion of the investigation, which is standard protocol for homicide cases. Based on information known at this time, detectives do not anticipate criminal charges to be filed.

Investigators wish to express their condolences to the families and friends of those who died in this incident. They also appreciate the patience and assistance from the staff and guests at Callahan’s Lodge, as well as motorists on Interstate 5.
