CONCLUSION
For the foregoing reasons, intervenors’ Rule 60(b) Motion for Relief from the Judgment is DENIED. This Order clarifies that the Modified Injunction Orders demand partial compliance if
full compliance is not possible, as is consistent with preserving the status quo pursuant to Rule 62(c).
